The Independent Investigations Office (IIO) of British Columbia conducted an investigation into an incident involving the injury of an adult that occurred in mid-2013 in the city of Squamish. The affected person sustained a serious injury to their wrist, allegedly sustained while being taken into custody at their residence. Pursuant to s.38.11 of the Police Act, the Chief Civilian Director (CCD) of the IIO reviewed the investigation upon its conclusion to determine whether an officer may have committed an offence under any enactment, including an enactment of Canada or another province, as required under Part 11 of the Police Act. The IIO's public reporting authority derives from s.38.121 of the Police Act, which permits the CCD to publicly report the reasoning underlying a decision not to report the matter to Crown counsel.
