A public interest investigation was conducted into the use of a conducted energy weapon by a member of the RCMP in the Northwest Territories. The incident occurred on March 13, 2007, at a youth facility. The officer attended the facility in response to a call for assistance with a female inmate. Upon arrival, the officer found the inmate on the ground with hands cuffed behind her back, under the control of several youth officers. The investigation was initiated by the Chair and resulted in a report following a Commissioner's Notice. The report was issued on December 11, 2009, under the RCMP Act Subsection 45.46(3).
