A constable from the Inuvik RCMP Detachment in the Northwest Territories attended the Arctic Tern Youth Facility in response to a call from Facility staff for assistance in dealing with a female inmate. Upon arrival, the constable was directed to a classroom where youth officers had used force to take the inmate to the ground. When the constable entered the room, five youth officers were present, three of whom had hands-on control of the inmate. The inmate was lying face down with their hands cuffed behind their back. This incident, occurring in early 2007, gave rise to a Chair-Initiated Complaint under the RCMP Act regarding the use of a Conducted Energy Weapon. The matter proceeded through a Public Interest Investigation, an Interim Report in Q3 2009, a Commissioner's Notice, and a Chair's Final Report issued in December 2009 under subsection 45.46(3) of the RCMP Act (File No.: PC-2008-3149).
