Special Investigations Unit (Ontario) · SIU case 26-OCI-102
Redacted summary
The material events in question are clear on the evidence collected by the SIU and may briefly be summarized. In the evening of early 2026, police officers making their way to a reported domestic disturbance in the area of a city altered course to a nearby restaurant following a related call about a male on the roof of the building. The subject officer was the first officer on scene, arriving just before 11:00 p.m., followed shortly by two witness officers. The male on the roof was the affected person. The affected person was of unsound mind. They had earlier called police from their residence, reporting that people were attempting to break into their room. They subsequently exited their residence through a window only partially dressed, and made their way to the restaurant. There they ascended onto the roof via an exterior ladder and perched themselves at its highest point by the corner of the building. They would eventually remove their pants, so that they were only wearing underwear. The subject officer and a witness officer called up to the affected person attempting to persuade them to come down safely. The affected person threatened they would jump if not provided a cigarette and, on a couple of occasions, hung from a light bar attached to the top of the exterior wall. As these negotiations were ongoing, a fire truck appeared on scene. About seven minutes after the arrival of the police, the affected person again hung on the exterior wall of the building, holding the light bar. This time, they lost their grip and fell to the ground, landing feet-first. The affected person was transported to hospital and diagnosed with multiple fractures of both feet.
