A civilian contractor working on a Canadian Forces Base was improperly detained, handcuffed, and placed in an interview room by Military Police members after a CPIC query returned an immigration warrant belonging to a different person. The Military Police Complaints Commission found that the detention lacked reasonable suspicion, that the manner of detention was disproportionate, and that the conduct constituted racial profiling.
