SPEC §13 explicitly names TTC Special Constables. Transit Enforcement Unit (formerly Special Constable Services) — established 1997; special-constable authority under the Police Services Act (now CSPA 2019). Use-of-Force and Use-of-Discretion policies live on the transparency subtree. CSPA brought standardized complaint processes for special constables — complaints now flow through the same LECA surface as municipal policing.
