Interim Report on Chair-Initiated Public Complaint regarding the shooting death of the affected person, in Vernon, B.C. Royal Canadian Mounted Police Act Paragraph 45.42(3)( a ) File: PC 2008-0171. The agency reviewed the facts surrounding the events. The first issue was the response to a mental health warrant to apprehend the affected person. The second issue was the risk assessment and plan to apprehend the affected person. The tactical entry into and search of the affected person's apartment and the shooting of the affected person were also reviewed. The third issue was the initial investigative response and the criminal investigation. The timeliness of the investigation was also considered. The agency commented on the review of member conduct and the public complaint investigation. In early 2008, the affected person, who suffered from a mental illness, was shot and killed by members of the agency in Vernon, British Columbia. A mental health warrant had been issued to apprehend and return the affected person to the hospital for psychiatric treatment. The officers mistakenly believed that the affected person was in the process of fatally harming themselves, and they breached the door to the affected person's apartment and entered with their guns drawn, planning to apprehend the affected person at gunpoint. The affected person was not acting rationally and engaged the officers with two knives in their hands. A conducted energy weapon was used.
