The MPCC's public interest investigation concerns an anonymous complaint alleging that in late 2010 and early 2011, a commanding officer at a military base in Afghanistan conducted exercises at a detainee facility to terrorize detainees, and that the military police subsequently failed to lay charges. The investigation focused on the conduct of military police members involved in the investigation and their decision not to lay charges. Over 65 witnesses were interviewed and subject interviews were conducted in late 2018.
