The Chair of the Commission for Public Complaints Against the RCMP filed a complaint regarding the shooting death of a person. On a date in 2004, the person broke into a pharmacy in a mall in Vanderhoof, British Columbia. A constable, a member of the Vanderhoof RCMP, responded to the break-in alarm. Another constable, also with the Vanderhoof RCMP, responded to the alarm in a separate police vehicle. The first constable observed the person running from the mall and pursued them in their police vehicle. The constable exited their police vehicle near a curling rink and continued to pursue the person on foot. The constable followed the person onto a soccer field while yelling commands for them to stop. The person eventually stopped, turned around and came back towards the constable. The incident resulted in the person's death. The complaint was filed under subsection 45.46(3) of the RCMP Act.
