Gatineau.ca uses query-string routing (/portail/default.aspx?p=police/...) and SPVG has no standalone domain — police.gatineau.ca returns ERR_TLS_CERT_ALTNAME_INVALID. Scoped via allowed_path_prefixes (/portail/default.aspx) + allowed_query_substrings (p=police, migration 0014) so the BFS only follows children whose query string contains p=police, regardless of parameter ordering (?c=en-CA&p=police vs. ?p=police&c=en-CA both match).
