The CFNIS Western Region investigated a sexual assault allegation made by a cadet at Vernon Cadet Camp in approximately mid-2004. A public interest hearing was held by the Military Police Complaints Commission to examine the conduct of CFNIS investigators, including the quality of their investigation, interview techniques used with a minor suspect, and the adequacy of the Crown Brief submitted to the BC Crown, which ultimately declined to approve charges. The Commission found the investigation was neither diligently nor competently carried out, attributing failings largely to systemic issues in training, supervision, and operating procedures.
